WIll having a active board, or other forum things, slow down your computer? If so, what things?

Placing some CSS codes on the forum, placing tool bars, lots of widgets etc, can really make a forum laggy/slow.

Nope. It would be slow if you have your forum opened with lots of things(like codes etc.) placed there. But it's also depending if your computer is really fast, if you have applications opened like yahoo messanger, downlaods etc. It might slow it.

You don't really need to since it won't affect the speed of the computer if it isn't opened or if the forum doesn't have lots of stuffs placed on it, unless you want to.

I also have a Q on this matter, is there any reason some forumotion websites load fast and others dont? And will buying more storage make it faster?

Storage is only for gallery & attachments. Because some forums are faster then others can be by images/flash/or ISP.
