Forum is locked?
Can a forum be locked in phpbb3? Because in bottom of the page, there is an icon shown for "New posts", "No new posts" and "Forum is locked".
So how it is?

It means that no one can post reply.post new topics on that forum, if you want to unlock the forum, go to:
ACP > General > Categories & Forums > Click modify button to the forum that is locked > set it's forum status to 'Unlocked' > save
