My friend has a forum in forumotion but he does not uses it ... I want to know that can he redirect to my site?? if ya then how??

You should be an admin of the forum to do this:
You can just put your last forum under construction and create a message there saying that you had move, you can change the message of 'Forum on maintenance/forum under construction' here:
Admin Panel > General > Configuration > Find 'Forum in Construction' and click 'Customize' > Change the message from the there.
