Hour of Event-Calendar Empty Hour of Event-Calendar

When I go to add an event on the calendar I have to enter it in 24 hr time in order for it to show up on the calendar in 12 hour time. For example: my event is at 3:45pm and I had to sent in the "Hour of Event" as 15 45 in order for it to show up as 3:45pm.

When I entered 3 45 it came up on the calendar as 3:45am.

Any thoughts?
