To show moderators:
Administration Panel/Display/Homepage/Structure and hierarchy
Go down towards bottom of page to Hierarchy, 4th item down is Display forum moderators, click on yes and make sure you click save.

As far as skins, hitskins is all there is as far as I know. You can install one and alter it all you want though...

Administration Panel/General/Forums/Categories and forums/Forums are listed on the right. Go to forum you want to set moderator settings and click the Modify button , click on the permissions tab. At bottom of Forum Permissions Control, click on box in Moderate List for group you want to moderate the forum. Click save

For log in pop up:
Administration Panel/General/Forum/Configuration/Down towards bottom you'll see Log in pop up. Activate, click yes and click save

How to create a blank HTML page?

1: Example of a blog (http://help.forumotion.com/updates-and-new-features-f1/)

2: Could you please rephrase the question?

3: Go to : Admin Panel-> Modules-> HTML Pages Management-> Create new HTML page-> Do you wish to use your forum header and footer: No

Hope this helps
