members and stickys

even though i have my setting sets to only moderators or above can sticky threads, regular members still have the ability to do so.

how do i fix that?

Please try this:
Admin Panel > General > Categories & Forums > Permissions > Advanced Mode > 'Create a Sticky message': Uncheck it for members > Save

for some reason i don't see advance options

still cannot see it, i usually do but for some reason i can't anymore.
