how to make power options(permissions) for administrators and moderators?

hello!
I want to know how can I specify the permissions of an administrator or a moderator in my forum??
for example, if I want to give more option to a user like ban and unban a user or color a user in the chatbox without visiting the administration panel , how??
please help me!
