Loading page help Empty Loading page help

When typlo made that announcement on how to make a loading page, i decided to try it. well when it says
•Then go back to your first page (the homepage) and add a link to the second page !

I understand that i have to copy the HTML page URL, but how do i get the page activated so that it loads? it was rather confusing and i need help.
