Forumotion don't resize my banner!

Hey I want to upload this image -> http://illiweb.com/fa/pbucket.gif
But it keeps getting resized to something much smaller. I want it exactly how I created it. Its as if the image is too large and so they make it smaller, but my old banner was the exact same size and it appeared just fine.

The banner I have up right now is the one pictured above but with the edges cut off so it appears larger, but I would like to use the one posted above instead.
