How to make a page like this

I want to create a page like[ Warez Site Link Removed ] and it should have all the facility like home page. For an example 1 guy post a topic in my forum So I need to move it to home page. Can I do like that? This site have that facility. Please help me.

Well they are using an ip board, but you can create a page like that with what ever you to using a html page the setting it as your forums home page.

Of course to get everything like that have it will take a little bit of html knowledge.. but it can all be done on html.

Admin panel>modules>
scroll all the way down to html pages
