Am I understanding you correctly? You want to make it so some people can moderate some parts of the forums but not others? Or make it so people can access private forums?

If you want this to happen instead of making ranks you gotta make groups and then you can change what permissions they have and if you want them to moderate a certain forum then you have to edit that forum and change their permission for moderating that forum
