Custom Navigational Bar? Empty Custom Navigational Bar?

Is it possible to remove the current bar and insert a custom one? Like one made in a software and then get the code for it and then use that one? The one I want to make has sub menus and everything. I just want to know if it is even possible. Thanks!

You can use CSS, would the navigation bar be flash or images? Please specify.

But not all squished together. I got the CSS code for it, I paste the code in the stylesheet and it said it saved, but I got no bar...
