Okay, I still seem to be having problems..
Doesn't matter how hard I try, neither Admins nor Moderators or any other Group can seem to add Announcements or Stickys, t's really getting on my nerve because It's been like a week of screwing with it and all it's done is waste my time. -.-

For an easier view:
ACP > General > Forum > Categories and Forums > *Choose thread* > Permissions
There, you can check box which permissions you want

Done that, it doesn't work. It shows that it's marked.
Another funny thing about this is I haven't changed a single thing for such a long time and to come back with this problem is killer.

ACP > Users and Groups > Groups > Group Administration >Click the permissions icon to the right of the group > Check "Is Moderator" for the threads that apply.

Yeah.
One thing about that, you know how it says 'Allowed Access', we'll when I'm on the Administrators 'Check Permission' section, it shows something like 'Read, View, Special Messages' instead of 'Allowed access' like the Moderators.
It may have nothing to do with it though, because both Groups cannot post Stickys or any of that stuff.
