Solved Will not let new members register

Well basically I had somebody try to join and it says Administrators forbid new members to join....
I set the option in the Admin Panel to let new members join and it STILL doesn't let them register
Anybody know whats goin on? mwii

Also check ACP>>Users & Groups>>Users Options>> New accounts activation = Users Smile
