I need to put a background image behind the bar.

mmm try as follows: go to admin panel - display - templates / general, enter to overall_header template, near the end code find this:

<td align="{MENU_POSITION}"{MENU_NOWRAP}>{GENERATED_NAV_BAR}</td>
</tr>
</table>
Replaces with this:

<tr>
<td align="{MENU_POSITION}"{MENU_NOWRAP}>{GENERATED_NAV_BAR}</td>
</tr>
</table>
Now go to admin panel - display - colors - css stylesheet, and add this css code:
.bgmenup {background:url('LINK') repeat: padding-top:25px;padding-left:5px;padding-right:5px;padding-bottom:5px;}
In 'Link' put your background. Adjust the paddings for your like

about the problem of not viewing the background using CSS, it's weird, because i could see perfectly and was all the correct code (in your css), you should try to visualize in a different browser, reloading more at one time or even closing and opening the browser
