What do you mean? There are no rules. Do you mean FAQ? Do you mean the thing when you sign up?

You can't do that because you have no template editing on phpbb3.

Do you think this should be an idea I should suggest for a future update? To allow members to edit the default rules for registration. I have a kids website and I don't want them to have to read all that junk.

It's possible to add more rules, but not possible to remove the default registration rules on PHPBB3 as far as I'm aware.
Templates on phpbb3 is already an open suggestion
