title of topic? and repling to topic

how do i shorten the amount of leeters needed to write a title at the moment it displays a message saying
"The length of the title for this topic must be ranging between 10 and 255 characters" i would like to change it to minimum of 2

Also is there a way to add a box at bottom of page for replinyg to topics or posts so you dont have to click on the post a reply button for quick replys ?
