Solved Modules > HTML Pages

I know there's no way to access a database, in order to properly create a 5-star rating system on an HTML page, but does anyone know of another way to make one?

Or am I incorrect? Is there any access to a database for this purpose?
Is there a way to upload files (so i can use a file-based system?)
