Is it possible to add blog like feature to a forum and to put it in the portal?

Yes...

1. Go to portal management
2. put a news feed on the portal
3. link the news feed to a hidden category

every time you post in this hidden category, it will be a new blog post.

there may be an easier way, but unfortunately, I do not know it
