Exclusive Signatures?

I think I've read a post about this somewhere, but after a day of casual surfing I've given up.

Anyways, what I'm wondering is this: is there a way to only let moderators/administrators be able to edit a signature, or at least a way to only let certain groups have a signature in the first place? For example, if there were teams A to C, I would want either of the following to happen.

Option 1:
Team A-- allowed signature, but only editable by a mod/admin
Team B-- allowed signature, but only editable by a mod/admin
Team C-- allowed signature, but only editable by a mod/admin

Option 2:
Team A-- not allowed signature
Team B-- not allowed signature
Team C-- allowed signature, but only editable by a mod/admin

Mod can't edit signatures. User are allowed to edit their signature anytime they want. But you can give permission to groups if you want by going to User & Groups // User Option // User Settings // Allow Signature // Group // Pick group // save when done.

It would be cool if only admins could edit a person's signature though... I was thinking of placing certain banner codes into people's signature saying "top poster" or "verified account" or whatever (instead of having as a rank, having as a badge/award sort of thing), but without letting other people edit it themselves. Oh well. Thanks!
