First, make a group that are able to moderate forums, do this settings on your permissions of the forums, they will have the permission to edit member's posts then.

Let's get it on

First, go to admin panel > Users & Groups > Group Administration, then create a group(name it whatever you want), if you're still new about this, please view this tutorial:

Then go to your categories and forums ( Admin panel > General > Categories & Forums > Permissions)
You will see the groups column there and find the group that you created where you want to edit the member's posts, then make sure the 'moderation' box is checked for them, do this to all forums, this will allow them to moderate forums(lock, move, split, merge etc. posts).

Firstly, have you created a group for those members already?

And for the permissions part, you can give the groups permissions there whether they can view,write and reply etc. on a forum if the box is checked for them, if it isn't checked for a certain group(for example for your 'view' permission'), they won't have the permission to view the forum, that's why if you have the 'Moderation' checked for the group that you'll create for those members who you want to edit member's post, they will have the permission to do so.
