How to make no roll over?

So, I want no rollover? I want it where you can just click a section without the rollver changing to a different colour.....however when i cahnge to color to one color, when i scroll over to a diffrent color you still can see it changes!

So I have a forum like this...

Blue
Red
Blue
Red

If I have a rollover set to Blue, when I go over the red it changed to blue...how I make no rollver at all?

Im at background colors, but I dont see a thing that says change?
