How to let moderators ban users

I saw this feature once before in my admin panel.... but now that I need it I cant find it I searched the whole admin panel 3 times. could someone point it out for me thx

To allow your moderators to ban users, please go to:

1. Administration Panel (advanced mode)
2. General Tab
3. Security (on the left, under Forum)
4. Select "Disallow moderators to ban members : : No"
