Creat a page before access my forum

i want to Creat a page before access my forum same as this forum..how can i do this??

i have tried this and this is not affected..i dont know why... please see below what i am doing..

in 1st HTML page creation, the given code need to be pasted in HTML portion but with removing the red parts and nothing need to be mention at the place of red wording???

Also there mention that * In CONTENT="4;--> the number 4 represents loading time, in seconds ! In the link add the real address of your forum (forum or portal)

What does it mean???

also then further mentioned over there Then go back to your first page (the homepage) and add a link to the second page ! which on is first home page???

It will automatically after 4 seconds redirect to your homepage.
