Forum Message And How To Close A Forum With A Message

Hi i just moved to another forum since the admin of the old one stopped loggign in i was forced to take over the problem is i dont know how to put this kind of message >>>> https://2img.net/r/ihimizer/img811/7854/messageie.png


and ...i also need to know how can i close a forum (not delete it close it ) so when someone visits that forum they get a message we moved to whatever other forum it is in my case http://yugioh-doomacademy.bulgarianforum.net/forum?
Can Any1 help?

** You need pop up message?
1. Administration Panel
2. General > Configuration
3. Login popup > Activate > YES
4. Then put a message in the content.

** Activate Forum in Construction
1. Administration Panel
2. General > Configuration
3. Forum in Construction > YES
4. Click Customize button and put the message that you moved to whatever other forum.
