Remove the auto-disable reputation function for users with a low rep

If you have users that are spamming negative reputations on your forum, a user with I believe a -10 rep or lower will be automatically disabled from being able to give anyone else a positive or negative rep. There is no option to control this in the ACP.

I am suggesting that there be an option to modify the auto-disable reputation function for members who go below a certain rep. Also I am suggestion we have an option to disable a users ability to give other members a reputation to stop them from spamming the forums.

This is a small problem that becomes annoying for users that wish to use this function but cant because someone spams them with negative reps to disable there ability. There is also no way to see who the user is that is spamming the negative reputations, therefore there is no way to take proper action. Please make the users visible who give positive and negative reps to members to the staff of the forum.
