ACP>general>scroll down to "rules & FAQ"> click on it> type in box your addition rules and hit save.

I'm sorry , i miss interpreted your inquiry. What version are you using? if its a phBB3 then you won't be able to . this requires template editing, something not offered in said version.try link below, if that doesn't help then type in this sites search box, "rules & faq". there are many post on this thread.

Ps. be mindful of using bold text. its not allowed and is only for the use of the staff.

Since you're using phpBB 3, template editing is not available to you and thus you cannot edit the predefined rules. The only modification you can do is to add your own custom rules in addition to the current ones.
