looks like it is the beginning process of creating a html page?
It would be on your html pages ands you would have to create it how you wish,
you can use templates, or just do it custom like it appears to be done there.
Of course you will have to have a lil knowledge of html,css and java.. or just plain html depending what you are trying to create.

oh now i see in that image, the other image the whole center was blank.
It looks as if it's the skin they are using unless they added a custom footer to it?

If you want to change/add/remove link from the footer you can do some of that with credits but not everything....you can remove link for FM and phpbb Smile

But um nothing is click-able either so it was defiantly made custom,
you would fist have to buy credits to remove forumotion links, then you can create your own custom footer to add.
