Ahmed,
If you want to stylize exp. quote it is called .quote { in phpBB2. Names are given after classes. Than add the properties you have here under blockquote below your .quote { selector and your quote will be as you want it to be.
Inside of a spoiler is called .spoiler_content { etc...
You only need to get the names of selectors and than under them add the properties you've listed here.
Told you via PM how to get the names.

It helps if you say what element it is that you are trying to adjust ... as unless someone comes along that knows the names for all versions its not easy!

blockquote (is this the box that appears when you quote a post? replace with .quote) {

blockquote cite {(what element is this?)

.spoiler (is this for the box that appears when the spoiler is opened? replace with .spoiler_content) {

.spoiler dt (what element is this?) {

#navstrip li (what element is this?) {

Are you saying you have entered that CSS on your phpBB2 forum and it doesn't work?!

I have these on my forum (quote and spoiler) and believe me - they work on phpbb2!

I think Nera has told you how to find the names of the elements too - so you just need to do that and add the correct names for the other elements yourself

You're not doing it correctly.

This is an example. I did it on phpBB2 by ONLY changing the name of the selector.

MY CSS
Code:
 .quote {
  -moz-border-radius-topleft: 5px;
    -webkit-border-top-left-radius: 5px;
    -moz-border-radius-bottomleft: 9px;
    -webkit-border-bottom-left-radius: 9px;
    -moz-border-radius-bottomright: 25px;
    -webkit-border-bottom-rightright-radius: 25px;
      border-top: 1px solid #ADC8E5;;
      border-right: 2px solid #ADC8E5;
      border-bottom: 3px solid #ADC8E5;
      border-left: 5px solid #ADC8E5;
      background-color: #dfe6ef;
    -webkit-box-shadow: 4px 4px 10px #333;
    -moz-box-shadow: 4px 4px 10px #333;
    box-shadow:  4px 4px 10px #333;
}

CSS properties will work on any version, only names of selectors are diffrent and they have to be opened and closed.
