I would like to create an additional group (not moderators) that would be in-charge of banning users. I can not figure out how to do this.

Go to User&Groups>> Group adminstration and make the group with the setting you like...

Hi, the only way to allow members to ban other members would be to allow them to moderate in at least one forum. So, if I was in your situation then I would simply create a hidden forum somewhere on your forum and then give that group moderation powers there.

That way they can ban other members but not be able to moderate anywhere else. Smile
