It's actually an option on your profile, Preferences tab.

Hi shawn.m,
Browsers can disable pop up's. You have to check your browsers settings.
For Mozilla =
Tools >> Options >> Content >> Block pop ups (unstick it), something like that, my Mozilla is in Croatian.

You can't add mods to FM.
Maybe someone has a script to make it pop-up but mods no. Simply make your browsers settings.
