The easiest way is to switch to an Invision board, which has this feature and many others built in.

Since you're using PunBB, you'll need to rewrite the DOM in your posting_body template, and add some javascript, to have the "Toggle smilies" feature.

Invision isn't really my choice, isn't there a way for PunBB without redoing stuff? Or at least help?
