Admins have access to everything and you can't limit their power to manage the appearance. However, what you can do is to give users Moderating power. Moderators can move topics, edit/delete posts, and do basic maintenance without being able to change the forum appearance. And if you select it, Moderators can also have the power to ban other users.

An admin does not have access to everything, some areas are restricted to 'founders' only. But yes, it is not possible to restrict admins on anything in the admin panel.
