Can someone please tell where/who to speak with about someone stealing my site ideas?

I have an issue that I really would love to speak with someone about. I had a member on my site www.cstylessims3forum.com and they recently started their own forum. I had no problem with this as some members have done this and I support them and will register on their sites to help them build up.

Well this one person sends me a pm stating that he was starting his own forum with forumotion and invited me to come and register...which I did, and when I clicked to go to his site it looked like a twin site to mine.

I pm'd him this and told him that I was unhappy with what he was doing and he claimed he didn't know the site looked like mine. Well he changed the colors but I then stated that I didn't like that he had taken many of the things I had featured on my site and applied them to his.

He claims he didn't do this but how can his ideas be 'new' when he was a member on my site and his site is barely 1 month old..if that much.

He then pm'd later and said that it was hard to create a forum that looked different from other forums because 'we' are so limited....which I just about dropped my jaw because this is the internet and the possibilities are limitless in designing and creating your own style.

I'm just needing some advice on how to deal with this. I've tried to just let it go but I've worked hard on my site, with the help of others, to create and design and place things so they would be inviting and entertaining and to have someone just come along and steal my style and ideas really bums me out.
