One more question

oh i know that we can add it everywhere, but i want it specifically there where that new update thing is .

That is the announcements box. You can activate it by going to:

1. Administration Panel (advanced mode)
2. General Tab
3. Announcements (on the left, under Messages and e-mails)
4. Select 'Activate announcements : Yes' and configure all the other settings
5. Add your own announcement and it should appear
