What skin is this?

Cant any one tell me what skin this is?

i really like the lay out and im hoping to be able to find something similar to it. also, noob question. when changing skins is it possible to keep pictures youve uploaded in for different buttons and what not. or is that needed to be changed every time i change the skin. thank you

1. This skin looks to be custom-made.

2. When you change skins, the pictures from the last skin disappear meaning you have to reupload them all again.
