Is there a way I can make it so only the Admin may delete a User's account?

I don't think anyone else can delete a user, Other than the user himself & the admin.

Nopes, thats not possible. Its a tool provided by Forumotion so that the user can unsubscribe himself.
https://www.forumotion.com/en/unscribe/

Using that when the user uses it, all his profile data is deleted & only his post content remains with Guest as the username.

Yep, that goes to a certain point but. It does not work only for a single user then.

If you go under Administration Panel>Users & Groups>Users Options>, it does give you the option to allow or not allow members to unsubscribe.

I have my option set so members cannot unsubscribe. I don't want a bunch of posts being posted by 'guests'. If a member requests that they be unsubscribed, I change their name to 'Retired Member 1, 2, 3,...etc"

Changing the name of "guest" as a singular may be possible. Holding members isn't. If someone requests to leave you must comply by law. The only reason you can hold them is if the police are involved and their name is important.

To what I think is your problem - you don't like "guests" posting. You want to call them something else. The answer is simple, find the element that displays guest (we can't change html ;() then do a little jscript that replaces it with a name of your choice.

TBH, you should be able to change the name of "guests" that leave in the ACP, but there is so much you should be able to do that it is pointless even asking.
