Pop out images for forum categories and staff coding

I want to make it so that when the cursor goes over the category on the homepage (as well as areas on the side widget) a picture pops up out of a little bubble.

I also want to do something where it shows little pictures of each adminstrator, mod, etc. and when your cursor goes over their picture, a bigger picture shows up above them.
