Hi,

To glow your category name add this to CSS
Code:
.secondarytitle, .secondarytitle h2 {
    text-decoration: none !important;
    text-shadow: 0 0 0.2em white, 0 0 0.2em white, 0 0 0.2em white;
}
You can change colors and strenth etc.

To get glow on hover add this to CSS
Code:
a.forumlink:hover {
 text-decoration: none !important;
 text-shadow: 0 0 0.2em white, 0 0 0.2em white, 0 0 0.2em white;
}

If you don't know how to make your own glow try with this http://www.css3maker.com/
Choose the text-shadow. You'll be provided with a code.
