Changing The Look Of The Global Announcement Box
I asked about this a while back and don't remember getting an answer. Can I use the current announcement option and PHPBB3 to make an announcement box that looks like this?

I do not know if you can get that with phpBB 3.
The picture is for Invision. You can change your forum version to Invision if you want. The only thing is that you will have to redo your forum design.
Administration Panel>>Display>>Skins>>Chooose a Skin>>Version

Actually, the picture is from the real phpbb. It was a mod.
