Solved Mininum Letters in topic/message?

Hey is it possible to make a mininum amount of letters in a message because everyone keeps saying meaningless crap like
"nice"
or "good job"

when we (the admins of my site and i) specificlly said that they need to stop doing this. Can you tell me how to do this?
