Permission to send PM Mailings :

I don't understand this.

Users & Groups: Group Administration:
Has two group names listed - Administrators & moderators.
So I click on one, say - Moderators Modify,
Then where it says - Permission to send PM mailings.
The choices are... Members, Usergroups, Moderators or Admin.
But I don't understand it!
