Change the banner width?
Is there away to get my banner to cover the entire width of my page? I have used the maximum size in the dropdown list when I upload it.

Increase your banner's size, and set your forum to a pixel fixed-width (basically, just make sure it's not a percentage, as that means it will resize with a larger or smaller screen). Fixed width will stay the same size no matter what size the screen is, and thus will be constant with your banner.

I don't understand why I can not have the forum or my webpage set on 100%. I have looked at my webpage in many different computers and it look the same to me. I don't like the look when the page is only a sheet with a lot of empty space around it. But of course I have to change it if it give problems to others. But I have never get a comment that it should be a problem. But maybe they are just polite and keep a good face on

Basically all fixing the width will do is keep the size of the forum set to the size of a banner. If you look at the forum with a 100% width on a 17in laptop screen, and set the banner to that, then the banner will look fine for you and cover the entire forum. But then, if a user looks at it with a 27in screen, the forum will be longer (100% of the screen resolution) but the banner will still be it's 800-something px width (and thus, no longer cover the length of the forum).
(Note: if the banner is larger than the size of the window viewing it, it will bleed over and create a scroll bar. If you have your forum set to a %, then the forum will shrink smalller than the size of the banner, and it looks really..... funny. The banner will look left-aligned even if it's centered. Numbers are everything.)
It's a matter of preference, really. In essence, you can set the forum to change so there's no extra space on any size screen, but you can never set a banner to do the same. The banner will always be the exact size you created it, no matter the size of the screen.
One trick to working around this if you want to keep a % is to make the edges of the banner blend with the background color of the forum line (and thus, will have no "end"), or use a png file with transparencies (see my test forum - http://mytestforum.ohmyforum.net - I have just a logo with a transparent background). It will still seem smaller or bigger in relation to the rest of the forum depending on the size of the screen to view it, but it may be less noticeable.
In answer to your question:
General > Forum Configuration > scroll down to Page Structure.
Enter a number (800, maybe) to set the size to a fixed size (should be the same size as your banner; a normal web size for the smaller monitors is about 800 px).
Enter a percent (95%) to have it resize according to the screen size (and elimate the extra space on the sides of the forum).

I did as you said and changed the size of the forum after the size of the banner. But as you can see the banner isn't centered.

Okay Not so hard.
According to Photoshop, that image is 992 px wide. Now you also have to account for the padding size (the white and grey that is around your banner).
Try to set your forum width number at 1000 px and see if that centers it. From there, add 2 px or take away 2 px to get what you want (always use an even number because the image is centered - if 2 px isn't enough, do 4 or 6. Up to you!)

A forum width on 1010 pix will it give a lot of problems for many visitors?
I saw that w3c or something like that recomended today 1024x768 pix

That's a screen resolution, not a page size
You can always shrink your banner if you're not comfortable with the bigger size. w3c is CSS coding. Somewhat different here
Basically, people with small screens (less than 17 in, I believe), will have to scroll lengthwise. Set the forum the way you like, and when I get home tonight I'll take a look and send you a screen shot (my laptop screen is 17 in, and the monitor I'm on at school right now is larger, like 27 in at least!)

Looks fine here, but on another computer I looked at, it was too big (I had to scroll right a little to see it all). So, I guess in the end, once again, it's up to you and your users. You may want to add a poll to find out how many people have to scroll
If you find you need to resize, and don't have the program to do it yourself, shoot me a PM and I'll gladly resize your banner for you Knocking it down to about 780 px wide, then knocking your forum width down to fit it, would do the trick if you want to change it
((Edit: This is totally just a suggestion, but I'm a design student, and thought I might say it.... if you align your navbar to the right, it may visually enhance your forum It will give your eye something to follow from the green words, to the dogs, to the navbar, then down into your content. This is called Rhythm in design terms. May also be accomplished by centering it. It looks fine now, just a suggestion you can play with ))

I have photoshop so I can resize myself. But a page in 800 pix NOOOOO it is to small for my aesthetic sense ha ha ha. I think I will go for a bigger one and do a poll as you said.

The Navbar is the Links at the top (forum, home, messages, register, etc)
Display>Headers and Navigation>Menu position>pick one.
