topic icon is not showing [done]

Where can I find to enable this feature?

You mean the new posts, no new posts, locked topics etc. icons?
Look in admin panel=>Styles=>Pictures and Colors=>Modify the pictures. Then go to "Home & Icons for the forum"tab if you want to modify those images for categories or go to "topics & posts" tab to modify images for locked topics, sticky, announcements etc.
Also be sure to have the "Display the caption of the posts’ status" option activated or else they won't appear at the bottom of the homepage. To check this option go to admin panel=>General=>Configuration=>Configuration and look for this option "Display the caption of the posts’ status" and choose Yes.
