Using the same e-mail for multiple accounts

Is it possible for members to use the same e-mail address to make multiple accounts?

Actually yes you can, there's just an annoying work-around

Once a new account has been made (active or note, doesn't made) - the account must use a not-used address, you can change it in the admin panel to the new address for the user.
Admin panel >> Users & Groups > Search user > UPdate email & save.
