I am really stuck on how to do it. If I can do it on this forum hoster, are there any that will let me?

You can not add that theme on Forumotion. On FM you can add only http://en.hitskin.com/ skins or themes built for FM that someone has uploaded for download.

Might you know any forum hoster that will allow this?

Any where you upload your forum http://www.phpbb.com/ I suppose.

Any non-free host. So a real host with FTP access.
