Bubble Game under Navigation Bar Empty Bubble Game under Navigation Bar

I've been somewhere and I saw something that stretched across the page, the bg was black and there were bubbles, when you put your mouse over a bubble it pops, it was under the navigation bar or smth like that. It wasn't a Forumotion site, I repeat, IT WASNT A FORUMOTION SITE but still, is it possible to make something like it on my forum?

He's probably talking about the forum ads (there's a bubble game or w/e it is called ad).

And yeah, probably an advertisement. Maybe, it can be done by using JavaScript & CSS.
