Administration Panel > Modules > Facebook Connect
Follow the instructions on the page.

When Facebook did an update in October 2011, it caused issues with Facebook Connect becasue Forumotion does not use what you need for the secure links. The Forumotion techs are working on a fix, but no definite date has been given for the fixed.

For your issue, you will need to contact Facebook.
