I am very uncomfortable with that billboard and I want to remove it.
Can you help me detailed instructions on this issue?

How do I delete it forever

The only way to remove ads is by using credits.

Administration Panel > Misc. > Credit Mangement

In addition to what SLG has said, if you go to forum configuration there is an option for you to turn off ads for your members and staff (only if your forum was created before October 2010)
