Mod's button not working and guest permission not working on forum

Hello,
I'm not sure if this is the correct place to post this, but here goes. I'm experiencing some problems on my forum. Once again my 'Mods' button is not working correctly. When I click to move a topic instead of going to the page to actually chose where I want to move it and confirm this action, it goes there but the page is blank. I can still see the forum header, but the actual page where there should be the confirmation section is just gone.

Also, I have my forum set so guest and members alike can download from it. Even though I've checked and rechecked the permissions and it shows the correct setting, when you actually go to a post to download an object, as a guest, the link will not show.

Can someone help me with this please? I have over 100 guest on my site right now and they can't download.

*side note...why does this jump up to a previous sentence sometimes while typing...?*

No, not yet.

Loads to the same blank area. I can see the header and the side bar widget's but inside of that is empty.

Sorry about the double post. I wasn't aware that was a problem so now I know. Also, I've never been warned of this before. I'd really do NOT want a 'second warning' listed, especially since I have never been warned before. I've been a member for over 2 years and have never once been warned that I've done something wrong, so I'd be aware of it and would have never repeated the offense.

I also was not aware that we couldn't even respond more than once a day. I've been trying to answer as I've been responded to so the thread doesn't get deleted or trashed. So, correct me if I'm wrong, but I can only respond to one response per 24 hours, even if I've had several, (as I've had here) people responding back to me?

On point, problem still exist.

For the moderation issue. Have you tried clearing your cache?:

What browser are you using? Also have you tried other browsers? Do other staff members experience this too?

I've tried clearing the browser history and cache and still no mod's ability. I use Chrome.
